Wicked Fun Club Files Appeal Amid Alleged Obstruction by Plymouth Officials — Community Support Grows

Yesterday, we officially filed our appeal with the Zoning Board of Appeals online. I followed up with Town Hall to pay the required fee and spoke with Margus Laan, Director of Planning & Economic Development. He said payment could be made either online or in person, but recommended coming in to make things easier. I agreed and arrived around 4:00 PM.

Instead of a simple transaction, I was directed to the Mayor’s office with no clear explanation. Margus told me, “That’s what I was told.” On the way, I was intercepted by the Mayor’s assistant, Trish Hale, who incorrectly claimed that the property owner needed to sign off on the appeal application. I challenged her, as that’s not what the regulation states. The law is clear: “Any aggrieved person” can file an appeal—there is no mention of property owner authorization.

Trish then said they would consult the Town Attorney, but couldn’t say when he’d respond. Keep in mind: this was the final day to file. The Mayor’s office tried to prevent me from paying and submitting a lawful appeal on time by citing a made-up “policy.”

I reminded Margus Laan that an optional signature line is not law. Town regulations and Connecticut state law back our position. He never disputed this—because he knew I was right—but it was clear he was following direct orders from the Mayor, who never spoke to me directly.

Eventually, after I stated that continued obstruction would lead to legal action and media attention, I was allowed to pay.

This is about more than zoning—it’s about First Amendment rights and standing against selective enforcement.
